FDEP states that the Upper Wakulla River and Wakulla Springs basin management action plan carries an OSTDS remediation plan, and that such a plan requires that upon the need for repair or replacement, an existing system must be upgraded to an enhanced nutrient-reducing OSTDS - unless the applicant demonstrates that sewer connection will be available within five years. The statutory basis is section 373.807, F.S., which requires a BMAP for an Outstanding Florida Spring to include an OSTDS remediation plan where DEP identifies onsite systems as contributing at least 20% of nonpoint source nitrogen pollution in the Priority Focus Area, or where remediation is needed to meet the pollutant load target. Ten BMAPs statewide now include one. Wakulla is not an unusual case being applied aggressively to Tallahassee; it is one of ten places in Florida where the law says the plan must exist.
A restraint this page keeps rather than resolving quietly: FDEP's published page still describes the Leon and Wakulla requirement in the future tense - after conditions were met and after outreach by Leon County and Wakulla County, it "will tentatively go into effect on May 1, 2024." That is the department's current wording on its own page. This site will not upgrade that into an assertion that the requirement is in force, and will not tell a homeowner it has lapsed either. The practical move is cheap and takes one call. The fee consequence is the useful part. FDEP explicitly tells applicants in the fifty health-department counties that the county "will also determine the total permitting fee (including any county fees)." In Leon County there is no such county determination and no county fee schedule stacked on the state fee - the amount is whatever Rule 62-6.030, F.A.C. sets. That rule's current version took effect June 8, 2026, with prior amendments on July 9, 2025 and earlier, and it was formerly numbered 64E-6.030. The current DEP 4015 form carries the same June 8, 2026 revision date.
This page does not print the dollar figures from that rule. They exist and they are public, but the adopted fee table is not reachable in a readable page on FDEP's site or the Florida Administrative Code gateway from here, and a number copied from a contractor blog or a superseded version of the rule would be worse than an honest blank. Get the current amount from DEP through the permit portal or at OSTDS_Feedback@FloridaDEP.gov, and treat any Tallahassee quote that states a confident county permit fee as something to verify rather than trust.
One sequencing rule is worth more than the fee to a homeowner in a hurry. The site evaluation is page 3 of the form, DH 4015, and FDEP allows the applicant to either have DEP perform it or hire a qualified private site evaluator - but states that a private evaluation must be completed before the application is submitted and uploaded as part of that application. A replacement filed without it is a replacement that waits.
If an upgrade is required
If the parcel falls on the upgrade side of the line, the question stops being "what does a tank cost" and becomes "which of three approved systems." FDEP names them: in-ground nitrogen-reducing biofilters, Florida-approved nitrogen-reducing aerobic treatment units certified to NSF 245, and Florida-approved nitrogen-reducing performance-based treatment systems. The three carry different long-term obligations, and that is the cost most replacement quotes leave out. A biofilter is passive media. An aerobic treatment unit and a performance-based system are mechanical, and in Florida both come with an operating permit and a maintenance entity relationship that continues for as long as the system does. Comparing an enhanced system against a conventional replacement on installed price alone understates the difference.
There is also a definitional question that decides which rule applies at all. FDEP points to guidance document DCEH 19-004 for when a permit counts as a new system permit rather than a repair - including certain situations where a complete system is replaced. Since the new-system trigger under HB 1379, Chapter 2023-169, Laws of Florida, is lots of one acre or less in impacted areas effective July 1, 2023, while the existing-system trigger is repair or replacement inside a Priority Focus Area, a Tallahassee project can land under either. Resolve which with DEP rather than letting a contractor's form choice decide it.

Those two facts together decide whether the job is a conventional replacement or an enhanced nutrient-reducing upgrade, and no other variable in the quote comes close in size. A contractor who has not asked is quoting a system, not a property.
Two. Is the site evaluation in the price, and who is doing it? DEP or a private evaluator are both allowed, but the private route has to be finished and uploaded before the application goes in. Ask which one the quote assumes and when it is scheduled relative to filing.
Three. What is the permit fee, and where does the number come from? The correct answer names Rule 62-6.030, F.A.C. and a current figure obtained from DEP. An answer that names a county health department fee schedule is describing a county that Leon is not.
Four. Is abandonment of the old tank in the scope? It is a separate regulated step, and it is the item most often discovered after the excavator has already arrived. Get it in writing along with which permit covers it.
